Brad Smith wants three hands on the off switch. The only federal bill that would require one gives it to whoever sends the customer an invoice.
Microsoft President Brad Smith said on September 23 that model makers, cloud providers and the people who run AI agents should all be able to shut an AI system down, and that a law requiring it would be fine by him. The one kill switch bill in Congress, H.R. 9917, puts that duty on companies that sell access to a frontier model and earn at least $500 million a year from it. Its top fine, $20 million a day, equals about 32 minutes of Microsoft’s revenue.
The AI safety debate this week sounded like a philosophy seminar held at the United Nations. Dario Amodei and Sam Altman asked governments for safeguards before the technology outruns the people building it. Smith told the Journal he does not wake up expecting a 10% chance of human extinction, but he would rather the industry worry too much than too little.
Strip out the philosophy and you…
