Cheyenne resident asks court to overturn Microsoft annexation, nullify council’s petition review

CHEYENNE — A Cheyenne resident who has spent nearly a year attending Cheyenne City Council meetings to speak against various industrial development-related items has asked a court to overturn a Microsoft data center annexation and nullify the council’s decision to seek judicial review on a citizen-led petition.

Heather Madrid Donis on Sept. 3 filed two petitions for review in Laramie County District Court regarding the City Council’s July 13 decision to annex nearly 3,460 acres on the city’s southeast edge for a Microsoft data center expansion, as well as the council’s Aug. 10 decision to seek judicial review of a community-circulated petition against the annexation and data center.
