Some technology and policy observers were surprised when President Donald Trump signed an executive order on June 2, 2026, establishing a framework for AI security. It appeared to move in a different direction than a December 2025 order that aimed to create a “minimally burdensome” national framework for artificial intelligence and replace state laws that the government viewed as restrictive.
The new executive order focuses on the use of AI to increase the security of government and private computer systems. It also aims to ensure that the federal government has access to important new AI models before they are released to the public to determine whether they pose a threat.
However, the Regulation’s provisions are voluntary in relation to the AI industry and it is expressly prohibited from interpreting its provisions as authorizing “a mandatory government licensing, pre-approval or approval requirement” for new AI models.
