Poland’s Office of Competition and Consumer Protection (UOKiK) said it suspects Google of abusing its dominant position during negotiations on payments to local publishers for the use of their content. This concerns the display of articles and excerpts of materials in Google Search, Google News and Discover services, Channel NewsAsia reports.
Claims regarding the negotiations
According to UOKiK, Google did not provide publishers with the data necessary to properly assess the proposed payment terms. The regulator believes this created an information imbalance and prevented fair negotiations on remuneration for content.
UOKiK President Tomasz Chrostny said that major technology companies cannot stand above the law. According to him, the lack of data made the negotiations illusory and enabled Google to impose its own terms.
