Michigan regulators unanimously approved a request from utility DTE Energy Co. to move forward with Oracle and OpenAI’s planned development of a massive data center, during a contentious hearing where some members of the public opposed the project.

DTE had asked regulators to expedite approval of its plan to power the multibillion-dollar, 1.4-gigawatt plant in Saline Township. Each of the regulators said Thursday that the proposed contracts between the utility and technology companies would protect the power grid and ordinary people.

“They represent a net financial benefit to DTE’s other customers,” said Dan Scripps, chairman of the Michigan Public Service Commission. He added that the agreements require upfront security deposits from the tech companies. “The contract does not assume that the customer will remain financially solvent,” he said.

The rapid expansion of data centers in the United States has changed the energy industry and controversy is growing.
