At a Windows and Surface event in San Francisco on October 7, 2026, Microsoft laid out plans to turn Windows 11 into an agentic operating system: a platform where AI agents act on your behalf, guided by what Microsoft calls hybrid intelligence.

The core idea behind hybrid intelligence is routing. Windows can send some AI tasks to models running locally on the device. Other tasks go to the cloud. Every request handled on your laptop is a request Microsoft, or its customers, does not have to pay a data center to process. Microsoft framed this as a way to cut reliance on costly cloud computing while keeping the security and control standards that enterprise customers expect.
