Draft Chinese AI rules outline “socialist core values” for AI human personality simulators

As first reported by Bloomberg, China’s Central Commission for Cyberspace Affairs issued a document on Saturday outlining proposed rules for anthropomorphic AI systems. The proposal includes a request for public comment by January 25, 2026.

The rules are general, not legalese. They are clearly intended to include chatbots, although this term is not used in the document, and the document also appears to be broader in scope than just rules for chatbots. It covers behaviors and overall scores for AI products that engage people emotionally using simulations of human personalities delivered via “text, image, audio or video.”

The products in question should be aligned with “fundamental socialist values,” the document says.

Gizmodo translated the document into English using Google Gemini. Gemini and Bloomberg both translated the phrase “社会主义核心价值观” as “socialist core values.”
