President Donald Trump signed an executive order on December 11, 2025 aimed at replacing state-level artificial intelligence laws, which the administration sees as a barrier to innovation in AI.
The number of state laws regulating AI is increasing, particularly in response to the rise of generative AI systems like ChatGPT, which produce text and images. As of 2025, 38 states have passed laws regulating AI in one way or another. They range from banning stalking by AI-controlled robots to banning AI systems that can manipulate people’s behavior.
The executive order states that it is the policy of the United States to establish a “minimally burdensome” national framework for AI. The order calls on the U.S. attorney general to create an AI litigation task force to challenge state AI laws that are inconsistent with the policy.
