Using Data and Azure AI to Anticipate Global Emergencies: How Microsoft CARE is Leading the Way

CARE, a global nonprofit organization, has partnered with Microsoft to use artificial intelligence to enhance its emergency response efforts. The organization works in 109 countries, providing critical assistance to millions of people each year. Recognizing that women are disproportionately affected by crises, CARE conducted a survey of 15,000 women across 15 countries and found that 91% were actively involved in community response efforts.

To further strengthen its emergency preparedness, CARE collaborated with Microsoft Tech for Social Impact and Valorem Reply to develop a sentiment analysis solution. This tool analyzes open-ended survey responses from staff to identify areas for improvement and better prepare for crises in high-risk countries. By leveraging Microsoft Azure OpenAI Service, CARE can now extract meaningful insights from qualitative data more efficiently than before.

The sentiment analysis tool classifies comments into positive and negative sentiments, allowing CARE to address preparedness gaps and implement effective strategies based on feedback. The tool has significantly reduced the time needed to process and analyze data, empowering CARE staff to make informed decisions and take timely action during emergencies.

By incorporating the sentiment analysis tool into a Power BI Dashboard, CARE leaders can visualize both quantitative results and qualitative feedback from the emergency preparedness survey. This integrated approach enables CARE to replicate successful strategies, address shortcomings, and proactively respond to challenges. The streamlined process has freed up valuable time for staff to focus on serving communities and improving operational efficiency.

Looking ahead, CARE plans to expand the use of AI-powered analysis to other areas of its work, including data collected from program participants. By harnessing the power of AI to interpret vast amounts of information quickly, CARE aims to adapt its response efforts in real-time and better meet the evolving needs of people in crisis situations.

Ultimately, the collaboration between CARE and Microsoft showcases the potential of AI in enhancing humanitarian efforts and empowering organizations to maximize their impact. By leveraging technology to unlock valuable insights from data, CARE is better positioned to save lives, fight poverty, and promote equality on a global scale.
