The Chinese Communist Party (CCP) has developed a strategy aimed at both passively absorbing and actively acquiring technology from abroad. Although the tech outflow from the United States to China has undermined US national security, preventing it from happening is easier said than done – and Beijing’s game book is evolving in response to mounting tensions between the two countries.

In a new framework we call “EPIC” we try to portray the four key resources at the heart of today’s competition between the US and China. These resources – equipment, personnel, information, and capital – are the basic tools China uses in its quest to build vast national power.
