The fear of helping the enemy is blocking international agreements on AI in weapons systems

The third in a series of military AI summits took place in February 2026 in La Coruña, Spain. The aim of the meeting was to put previously agreed principles on the military use of AI into action. The summit was attended by government officials, military personnel, industry representatives and think tank researchers.

The goal of many experts and policymakers in this area is to provide countries with a regulatory framework for the use of machine intelligence in warfare. To this end, a non-binding commitment was presented for countries to sign at the recent REAIM (Responsible AI in the Military Domain) summit.

The REAIM agreement reaffirmed the need for human oversight of military AI systems, required countries to conduct risk assessments and robust testing, and committed to transparency about how decisions are made when using AI in conflict.
