Tech tool offers police ‘mass surveillance on a budget’

    Local law enforcement from the Southern California suburbs to rural North Carolina have used an obscure cell phone tracking tool, sometimes without a search warrant, that gives them the ability to trace people’s movements months back in time, according to public records and internal e- Mails received from The Associated Press.

    Police used Fog Reveal to search hundreds of billions of records from 250 million mobile devices and used the data to create location analytics known to law enforcement as “patterns of life,” according to thousands of pages of records about the company.

    Fog Reveal is sold by Virginia-based company Fog Data Science LLC and has been used since at least 2018 in criminal investigations ranging from the murder of a nurse in Arkansas to tracking the movements of a potential participant on Jan. 6…
