“The Optus outage affected about 10 million phone and internet services – it was an unprecedented national event affecting access to the Triple Zero emergency service.

“The 18 recommendations from the Federal Government’s Bean review focus on improving the management, resiliency and reliability of the Triple Zero emergency service.

“The Federal Government should swiftly implement the recommendations. 

“Some of the recommendations, if adopted, would force telcos to share real time information about outages with emergency services organisations and authorities.

“The recommendations also call for the Federal Government to review all legislation and regulations regarding the Triple Zero emergency service and Telstra’s contract to run it.

“If adopted, the broad reviews will tackle the most important aspects of telecommunications at a time when the government is also reviewing the Universal Service Obligation.”
