OpenAI recently announced restrictions on access to its platform in China, but a new report has revealed that Chinese users are still able to utilize OpenAI’s products through Microsoft’s Azure cloud computing platform. This collaboration between Microsoft and OpenAI has allowed Chinese customers to access OpenAI’s conversational AI models, despite the restrictions imposed by OpenAI on its API for Chinese customers starting July 9.

The Information reported that Chinese users are accessing OpenAI’s Conversational AI Models through Microsoft’s Azure OpenAI service, which enables users to integrate their data and run custom queries using AI language and image models. Microsoft’s partnership with OpenAI also includes offerings from Meta, providing a diverse and customizable AI platform for enterprise customers.

While OpenAI’s ChatGPT service is already banned in China due to government restrictions on access to information, Chinese authorities have approved numerous local language models to foster a domestic AI industry. However, the US’s restrictions on chips, including those used for AI training, may present challenges for Chinese companies seeking to develop advanced AI models like ChatGPT that require significant processing power.

Despite the restrictions, Microsoft has confirmed that it will continue to offer Azure OpenAI services to users in Hong Kong, while OpenAI remains unsupported in mainland China. Microsoft pays OpenAI for hosting its services on Azure and receives a commission on API revenue, with reports suggesting that Microsoft retains the majority of OpenAI’s profits until its investors are repaid for their substantial investment.

Overall, the collaboration between Microsoft and OpenAI has enabled Chinese users to bypass restrictions and access OpenAI’s AI technologies through the Azure cloud computing platform. This partnership not only provides Chinese customers with access to advanced conversational AI models but also demonstrates the growing influence of AI technologies in enterprise computing worldwide.
