When showing IS-K’s latest advice, Hall told POLITICO: “Developments in AI and agent AI are increasing rapidly, and more and more of these capabilities are available off-the-shelf to terrorist groups.”

“LLMs lower the barriers to creating sophisticated and tailored propaganda, which is a problem as terror groups increasingly seek to exploit local grievances in local languages.

“I wouldn’t be surprised if the radicalization of chatbots starts to increase: if you can create a terrorist website, why should you refrain from creating a terrorist chatbot? If government officials aren’t following a treadmill of AI developments, they really should be.”
