TThe speed at which AI is changing our lives is breathtaking. Unlike previous technological revolutions—radio, nuclear fission, or the Internet—governments are not leading. We know that AI can be dangerous; Chatbots advise young people on suicide and could soon also provide instructions on how to produce biological weapons. Still, there is no equivalent of the Federal Drug Administration testing new models for safety before release. The tech industry’s lobbying power, the paralyzing polarization in Washington, and the sheer complexity of such a powerful, rapidly evolving technology have kept federal regulation at bay.
