A federal judge in California has set the stage for a multistate legal challenge to the Justice Department’s approval of Hewlett Packard Enterprise’s $14 billion purchase of Juniper Networks, a deal that has drawn scrutiny over allegations that political considerations influenced the outcome.

According to Bloomberg, U.S. District Judge Casey Pitts issued an order Wednesday outlining how a coalition of state attorneys general, led by Colorado, can seek information about the Justice Department’s settlement with the companies. That deal cleared the way for the merger to move forward despite earlier efforts by federal antitrust authorities to block it.

The ruling follows a decision last month in which Pitts determined that states have the right to investigate aspects of the resolution process.
