Democrats back high-tech immigration reforms in Innovation Act before…


The shape of US research is at stake as Congress seeks to reconcile competing versions of a massive bill that has been two years in the making and aims to make the US more competitive with China in research and high-tech manufacturing bring.

The bills would not only authorize spending hundreds of billions of additional dollars on research, but also set new guidelines for the government’s approach to supporting science. A controversial provision in the Senate version, the US Innovation and Competition Act, would change the way the National Science Foundation and the Department of Energy’s Science Office allocate their research funds by geographic region.
