Concerns about Oracle Java licensing continue to grow

More than nine out of 10 users are concerned about changes to Oracle’s Java licensing strategy as companies struggle to adapt to the system, according to a study.

A study by Dimensional Research shows that 92 percent of 2,000 respondents said they were concerned about Oracle Java pricing, compared to 82 percent in the same survey last year. Those who said they were very worried about the changes increased from 19 percent in 2025 to 29 percent this year.

In 2023 Oracle has changed its Java SE subscription modelfrom a per-user or per-processor basis to a per-employee basis. Critics called the move “predatory” because companies that used little Java but had large numbers of employees could be hit hard by the cost increase.

Later this year Research from Gartner showed that the cost of using the same software under the new licensing model could be two to five times higher.
