New IBM study finds CIOs and CTOs face growing AI control gap as enterprise deployments increase

ARMONK, NY, June 8, 2026 – A new study from the IBM (NYSE: IBM) Institute for Business Value shows that as AI moves from experimentation to enterprise-wide deployment, two-thirds of CIOs and CTOs surveyed say they are being held accountable for AI systems they do not fully control, while governance struggles to keep up with scaling.

The global study* of 2,000 C-level technology executives (Tech CxOs) finds that the lack of transparency is widespread. The majority of executives surveyed (70%) say teams across the organization are deploying technology faster than IT can track.
