It’s official. Oracle now owns part of American TikTok.

oracle (ORCL +2.78%) The stock jumped 3% as of 10:40 a.m. ET Monday after an internal memo from TikTok CEO Shou Chew to employees was released confirming this The TikTok US deal is complete.

Oracle, now alongside private equity firm Silver Lake and Abu Dhabi-based MGX collectively own 45% of TikTok US

The total non-Chinese shareholding is 80%, with 20% of the new joint venture remaining under the control of the Chinese parent company ByteDance.

What’s in the TikTok memo?

As Business Insider reported today, the memo (distributed on Thursday) confirms that “TikTok USDS Joint Venture LLC was formed in accordance with the Executive Order signed by President Trump on September 25, 2025.”

The joint venture is “majority American owned” and “will operate under defined safeguards that protect national security through comprehensive data protection, algorithm security, content moderation and software…”
