When thousands of Oracle employees received an email informing them of their job loss earlier this week, many were unaware that the technology company had submitted a large number of requests to hire foreign workers. According to federal data from the U.S. Citizenship and Immigration Services (USCIS), Oracle filed approximately 3,126 applications to employ H-1B workers in fiscal years 2025 and 2026, with 436 of those applications filed in 2026 alone.The H-1B visa program allows employers to hire foreign nationals in specialized occupations such as engineering and defense. Companies must submit petitions to the U.S. government to prove that they cannot find local candidates with equivalent skills.
